Can't Change Avatar

I am unable to change my avatar. I have done it twice and now it does not want to work it comes up with a message saying I do not have permission. Please Help

EDIT: this is really annoying me now and its been 3 days surely someone can help.

when i click change avatar in the User CP I get this message

One, you do not have permission to access this page. This could be due to one of several reasons:

-Your user account may not have sufficient privileges to access this page. Are you trying to edit someone else's post, access administrative features or some other privileged system?
-If you are trying to post, the administrator may have disabled your account, or it may be awaiting activation.
