It is indeed strange.
I think that it is prbably a case of Noah being completely obseesed with the more successful, more kickass Seto, so, in an effort to appease his cruel father, Noah changed his appearance to look more like the person who was taking over his place in the world...
Or it could be because Takahashi ran out of ideas for characters.
